Salim Succar - Haitian Attorney and International Legal Expert

A Haitian attorney and legal professional with extensive experience in criminal law, law enforcement, finance, corporate law, and resource management, Salim Succar is recognized as a legal and policy expert who guides on complex issues involving financial regulation, organized crime, and legal reform. As managing partner of Lissade-Succar Law Firm in Port-au-Prince, Salim Succar focuses on corporate and maritime law, mergers and acquisitions, and new business development.

Salim Succar has served as the designated Haitian expert to the Organization of American States (OAS) for meetings on mutual legal assistance in criminal matters and as a Haitian expert to the United Nations for meetings concerning the ratification of the Palermo Convention against Transnational Organized Crime and its protocols. The 4th International Conference on Internet for Law at the University of Montréal invited him to speak.

His public-sector experience includes serving as a technical advisor to five Ministers of Justice and participating in a joint commission between Haiti's Central Bank and Ministry of Justice. In that role, Salim Succar helped implement Haiti's Financial Intelligence Unit and provided expertise on anti-money laundering and counter-terrorist financing matters. He also helped draft Haiti's AML/CFT legislation and served as a senior advisor during the country's Penal Code reform.
